Technical volume
The technical volume is the section of a structured proposal containing the substantive response — approach, methodology, staffing, management plan — evaluated separately from price. Formal solicitations often require it as a physically separate document with its own page limits.
Volume separation exists so technical merit is scored without price anchoring: technical evaluators frequently never see the cost volume. That separation carries rules — no pricing information may leak into the technical volume (a common disqualification trigger), cross-references must respect the wall, and each volume must stand alone for its evaluator. The technical volume bears the scored weight, so its structure should mirror the evaluation criteria, open sections with win-theme statements, and evidence every claim. Page limits are enforced ruthlessly; density disciplines (tables, graphics with action captions) exist precisely because the evaluator's reading time is the scarcest resource in the transaction.
