Knowledge base (proposal)
A proposal knowledge base is the maintained corpus of company truth — capabilities, policies, past performance, technical documentation — from which responses are built. In AI-assisted response platforms it is the grounding source: answers are generated from it and cited against it.
The knowledge base inverts the answer-library model. Instead of curating thousands of question-answer pairs that drift stale independently, you maintain the smaller set of source documents your organization already keeps current — policy docs, SOPs, case studies, certifications — and generation produces each answer from that corpus per question. Quality is then a function of corpus quality: current documents in, current answers out, with citations exposing exactly which source grounded each claim so reviewers verify rather than trust. The practical disciplines are curation (what belongs), freshness (review cycles), and coverage (the gaps generation reveals when a question finds no grounding).
