PQQ (Pre-Qualification Questionnaire)
A PQQ screens suppliers before they may bid: financial standing, experience, references, insurance, and compliance are scored to build a shortlist. Passing the PQQ earns the right to receive the tender itself — completeness and evidence quality decide who gets to compete.
PQQs (increasingly called Standard Selection Questionnaires in UK public procurement) exist to filter capability before evaluating proposals. The questions are largely factual — accounts, certifications, policies, past contracts — which makes them ideal answer-library material: the same evidence pack, kept current, answers most PQQs with light tailoring. The failure mode is staleness: an expired insurance certificate or an outdated policy version fails a gate that competence would have passed. Treating PQQ evidence as living documents in a maintained knowledge base, rather than files hunted down per submission, converts pre-qualification from a fire drill into an assembly step.
