Proposal manager
A proposal manager owns the response process for a pursuit: the compliance breakdown, schedule, writing assignments, reviews, and production. Distinct from the capture manager (pre-RFP strategy) and SMEs (content), they are accountable for a compliant, scored, on-time submission.
The role is production management under adversarial deadlines: decompose the solicitation into a compliance matrix and outline, assign owners, run the calendar backward from submission with review gates placed while change is still possible, chase content from SMEs who have day jobs, and enforce the format rules that disqualify careless competitors. In large organizations it is a formal career (APMP certifications mark the profession); in small ones it is a hat someone wears at night. The role's constant is coordination overhead — which is why automation that produces cited first drafts changes the job's economics: managers spend the reclaimed hours on strategy and review, the parts that move scores.
