Shipley method
The Shipley method is the proposal industry's dominant formal methodology: a phased business-development lifecycle from market segmentation through capture planning, proposal development, and post-submission, with defined gates, color team reviews, and customer-focused writing standards.
Originating with Shipley Associates and codified in its widely used guides, the method's core tenets are that winning is decided early (hence heavy capture emphasis), that proposals must be written from the customer's perspective against the evaluator's criteria, and that quality comes from staged reviews with defined entry and exit standards. Large government contractors run full Shipley lifecycles with dedicated capture managers; smaller teams adopt fragments — go/no-go gates, compliance matrices, Red Teams. Its vocabulary (capture plan, color teams, discriminators) is the industry's lingua franca. Modern AI tooling doesn't replace the method's strategy layer; it compresses the mechanical layer the method assumes humans must do — extraction, first drafts, compliance mapping.
