A sources-sought notice is pre-solicitation market research: an agency asks who could perform anticipated work, often to decide whether small-business set-aside conditions exist. Responding shapes acquisition strategy and puts you on the buyer's radar before the RFP is written.
Sources-sought notices are the earliest public signal in the federal pipeline, and responses influence real decisions — most directly whether the eventual competition is set aside (which depends on capable small businesses raising their hands). A useful response is a capability statement targeted to the described scope: relevant contracts, capacity evidence, socioeconomic status, and answers to the notice's specific questions, all concise. Sophisticated responders also use the moment for legitimate shaping: clarifying questions and capability framing that inform the requirement while it is still fluid. Ignoring sources-sought and meeting the opportunity at RFP release means competing against firms who have been positioning for months.
