Construction procurement splits between hard-bid (price-sealed) and qualifications-based or best-value RFPs. This framework targets the latter — where your project approach, team, schedule logic, safety record, and comparable-projects portfolio are scored alongside cost.

What these RFPs require — and how to answer

Firm qualifications & licensing

State licenses and registrations for the project's jurisdiction, years in business, annual volume, and bonding capacity (single and aggregate) with your surety's details. Owners disqualify on jurisdictional gaps early.

Key personnel

Provide resumes for the project executive, project manager, and superintendent with comparable projects for each — and commit named individuals, since owners score the people, not the org chart. Note substitution rules honestly.

Comparable projects

Select projects matching type, delivery method, size, and occupied-site conditions. For each: contract value, schedule performance (planned vs. actual), change-order rate, owner reference, and photos where allowed.

Project approach & phasing

Demonstrate site-specific understanding: logistics, staging, occupied-facility sequencing, long-lead procurement, and permitting path. A marked-up site logistics plan communicates more than a page of narrative.

Schedule management

Include a preliminary CPM summary with major milestones and float philosophy, plus your update cadence and recovery-plan practice. Tie schedule credibility to the comparable projects' actuals.

Safety program

Report EMR for the last three years, OSHA recordable rates, site-specific safety planning, and toolbox-talk cadence. Public owners frequently score safety as a standalone weighted criterion.

Quality management

Describe preconstruction submittal control, mockups, first-work-in-place inspections, and punch-list philosophy. Name who owns QC on site.

Subcontracting & MWBE participation

State self-perform scopes, your subcontractor prequalification standard, and a credible plan for any MWBE/DBE participation goals with outreach evidence — goals treated as afterthoughts are visible and scored accordingly.

Cost & fee structure

Follow the required forms exactly (fee percentage, general conditions, allowances). Reconcile every number across forms; arithmetic inconsistencies are the most common cause of construction bid rejection.
